Fixing Issue of QuickPlace Reinstall Failure Due to Version Issue

Issue:
Reistallation of QuickPlace fails due to version failure.

Solution:
Change the version number that's checked by QP during setup. The file is NUI.CFG.
The version number is the first line. The last two numbers are the minor release number that you need to sync.
